This WYSIWYG Web Builder extension displays an animated popup menu with round icons around the trigger button.
You can configure the start and end angle to arc menu (instead of a full circle menu) and radius of the menu items.
The menu has many customisation options and supports some cool CSS3 animations like slide, fade, rotate and scale.
